Governance Watch System- The Philippines
Global Objective:
The global objective
of the study was to contribute to improved governance as an underlying
condition for achieving Millennium Development Goals.
The specific objective of the study was to
provide technical assistance aimed at strengthening DILG efforts in favour of
greater participation of civil society organizations in local governance.

Provided:
Development of volunteer program framework
describing the implementation plan and strategies, policy and procedures,
volunteer management cycle and recommendations for improved implementation of
the program.
Preparation of proposed volunteer program
communication plan describing the required strategies to communicate the
concept to a range of stakeholders.
Development of LG Watch System including:
Report of the existing LG watch tools (such
as LGPMS, Citizen Satisfaction Index System [CSIS] etc.) currently used by
DILG to assess LGU performance, and identify the gaps and needs.
LG Watch System to include tools, implementation framework and proposed
institutional arrangements.
